Construction Dynamic Purchasing System

There’s a world of opportunities available to contractors, consultants and trades with North Tyneside Council to deliver jobs on schools, commercial buildings and homes.

Jobs from £50 to £5,000 will be awarded onthe Dynamic Purchasing System, to local companies. 

The market is open to businesses across the borough and beyond, reducing the risk of having a small number of large providers – allowing better flexibility, quality of service and competitive rates. 

Any business regardless of size, is pre-approved it can be added to the list and asked for quotes on jobs. 

Once registered, and approved, you’ll be on the list for 3 years. 

The Dynamic Purchasing System is always open and allows new businesses to the market to join and be registered with a local authority.

Performance expectation of the DPS
• An appointment will be secured with the tenant by the Authority
• A mini-competition will be undertaken with all appropriate providers
• Providers shall confirm that they are available to carry out the works and submit their price of the works.
• There will be no guarantee of work as this will depend upon need and budget provision.
• A provider on the DPS can be appointed without the need to go through a pricing exercise for emergencies.
• The value of the works on the DPS will not exceed £2,000 per job or package of works

Training Provision
The Council are looking for the following training services:

Performance expectation of the DPS
• Training will be offered at either the Authority’s premises or at the training providers premises depending upon the requirements at any one time.
• Training will be varied from off the shelf accredited courses to bespoke courses to meet individual and employer needs.
• Training providers will be expected to provide all materials, including handouts which are produced to a very high standard, highlighting a partnership / corporate approach to the training delivery (this will include the Authority’s branding on all providers documentation).
• The training provider will have adequate contingency arrangements in place to ensure courses are delivered as planned.
• In the event of the need to cancel a training session, both parties (the provider and North Tyneside Council) will give five working days notice in order to not incur a charge.
• Performance monitoring meetings will be arranged to discuss progress and to monitor training delivery
• Completed registers of attendance must be returned to the Workforce Development Team within the Authority within 5 working days of delivery of a course
• It is expected that the successful provider(s) will comply with the Equality and Diversity principles of North Tyneside Council, and provide evidence as necessary, such as Equality and Diversity Policies, recruitment practices etc.
• North Tyneside Council is committed to ensuring all its employees have equal access to its training and development opportunities. As such the provider will need to ensure the individual needs of all participants are met and reasonable adjustments are made as appropriate. The Authority’s Policy Team will offer advice and support if needed.

To secure a place on the construction DPS for training the following information will be required and scored
• Capacity, strength and depth of resources to manage and deliver the requirements of the Lot(s)
• CV’s, Qualifications and/or experience of employees who will provide the delivery of the Service, including membership of professional bodies
• Evidence of prior experience of similar types of training
• Details of any referees, who may be approached, for whom similar work has been carried out

  • RTT’s will be uploaded on the portal by the Authority. This will include an AutoCad drawing, specification, schedule and photographs.
  • Contractors will be required to upload their tender based on the information provided within 10 Working Days of the upload unless stated otherwise.
  • The tender provided by the Contractor will be valid for a period of 60 Working Days from the date specified on the Portal as the closing of the Mini-Competition.
